Steal and wash the VIN. Outside of that, you can’t just claim someone else’s property. Maybe report it and wait until it hits the police auction, Idk how that works.

you might either

A. get a bonded title

B. request a title hearing for it.

or best option really

C. get the vin, take that to the DMV, get them to look up the last registered owner, make THEM a cash offer on it.
